If one person answers your company WhatsApp and keeps up, you probably don’t need the WhatsApp Business API. If enquiries wait, or three of you share one phone, you probably do.

The API is the connection that lets software send and receive WhatsApp messages on your business number. Meta calls the product the WhatsApp Business Platform, and the version it runs is the Cloud API. Below you’ll find how to tell which side you’re on, then what changes, what it costs and how you keep your number and chats. Every Meta fact comes from Meta’s or WhatsApp’s own pages, read on 2 November 2026.

When the free app is enough, and when you need the API

This part is our own view, not Meta’s. Stay on the app if all of these are true:

  • One or two people answer, and they keep up.
  • You answer most enquiries within the hour, evenings too.
  • You don’t need the chats in a CRM.
  • You rarely message more than a few hundred people at once.

Move to the API when one of these starts costing you jobs:

  • Enquiries wait, say a customer who messages three renovation firms at 9pm and gets an away message from you.
  • Several of you share one phone. Linked devices let you all read the same chats, but we found nothing in WhatsApp’s help pages that assigns a chat to a person, so two people reply or nobody does.
  • Leads live in someone’s head, with quotes and follow-ups in a spreadsheet that nobody opens on a busy day.
  • You pay for ads that lead to WhatsApp, where a slow reply wastes a click you paid for.

What the WhatsApp Business API is, and what it lets you do that the app can’t

The WhatsApp Business app is something your staff tap on a phone. The API is something your software talks to. Meta’s documentation says the Cloud API lets you “programmatically message and call on WhatsApp”.

In practice, that means a program can do what a person does in the app, and more of it. Each incoming message reaches your software through a webhook, so an AI agent can answer it, a CRM can file it against the lead, and three people can work from one shared inbox on their own logins.

You never see the API itself. You see the inbox, the agent or the CRM that sits on top of it. That’s why most small businesses reach it through a provider rather than building anything.

WhatsApp Business app or API: a side-by-side you can decide from

WhatsApp’s help pages describe the app as free to download and “built with the small business owner in mind”. They describe the platform as something that helps “medium and large businesses”, though coexistence, which we cover below, has made the API practical at a much smaller size.

Three rules come with it

The API isn’t a free-for-all. It has three rules that catch new users out.

People must opt in. Meta says businesses must clearly state that a person is opting in to hear from them, and name the business. Consent doesn’t have to be WhatsApp-specific, as long as you follow local law.

The 24-hour window decides what you can send. When a customer messages you, a 24-hour timer starts, and each new message from them resets it. While it’s open you can reply freely. Once it closes, you can only send a template Meta has approved.

Templates need review. A template is a message you write in advance, in one of three categories: marketing, utility or authentication. Meta reviews each one automatically, and says that “can take up to 24 hours”.

Volume is limited too. New accounts can reach 250 unique people outside the window in any 24 hours. Verifying your business is one of three ways to reach 2,000, and Meta then raises the limit in steps to 10,000, 100,000 and unlimited as you use at least half of it with good message quality. Meta can also hold back marketing messages to a person who’s getting too many from any business.

Can you keep your number and your chats when you move to the API?

Yes, if you go the right way. There are two ways, and the difference matters.

Coexistence keeps everything. A provider connects your number to the Cloud API through Meta’s Embedded Signup. You keep the WhatsApp Business app on your phone, and messages stay in sync between the app and the software. Meta syncs one-to-one chats from the last 6 months, but not group chats.

Deleting the account loses the chats. Meta’s other route has you delete your WhatsApp account and register the number on the API. Meta warns that you then “will be unable to use that number with the WhatsApp Business app again” unless you deregister it, and WhatsApp can’t restore chats from a deleted account.

Our guide to moving from the WhatsApp Business app to the API walks through both, with every step and common failure.

How to get the WhatsApp Business API in Singapore

The pages we read list no Singapore-only process, so a Singapore business uses the same two routes as anyone else. Your +65 mobile or landline should qualify if you own it and it can receive a call or a text, though short codes don’t.

Through a provider. Meta’s partners are Solution Partners and Tech Providers. You sign in with your Facebook or Meta business login in a window called Embedded Signup, accept the terms, pick or create a business portfolio, verify your number by text or call, and give a display name. Meta says onboarding a number that’s already on the app can take several minutes. A Solution Partner can invoice you for Meta’s fees. With a Tech Provider, you add your own card and Meta bills you directly.

Directly from Meta. You’d register as a Meta developer, create an app, generate a permanent access token, set up a webhook to receive messages and register the number. Somebody then has to write and maintain the software, because Meta gives you the connection and no inbox.

Either way you need a business portfolio, which is Meta’s name for the account that holds your WhatsApp assets. Business verification is worth doing early, since it’s one of the ways to lift your messaging limit, and it can also earn Official Business Account status.

What the API costs in Singapore, in one paragraph

Meta charges per delivered message, at a rate set by the message category and the recipient’s country code, and nothing for messages customers send you. Since 1 October 2026 each number gets 1,000 free service messages a month, and service replies beyond that are charged. Conversations that start from a Click to WhatsApp ad get a free window. Your provider’s fee comes on top. Our WhatsApp API pricing guide lists Singapore’s rates and a worked bill.

Your WhatsApp Business API questions, answered

Is the WhatsApp Business API free?

The setup can be, but sending isn’t. Meta charges for each delivered template message and for service messages past the 1,000 free ones each month.

Is the WhatsApp Cloud API the same as the WhatsApp Business API?

For a small business, yes. Cloud API is the name in Meta’s documentation for the connection you use, hosted by Meta. People and providers still say “WhatsApp Business API”.

Can I use the WhatsApp Business app and the API on the same number?

Yes. Meta calls this coexistence. Your provider connects the number, you keep the app on your phone, and messages from either side show up in both. Numbers on both have a fixed speed of 20 messages a second, far more than a small business sends.

Do I need a developer?

Only if you go directly to Meta. Through a provider you sign in, verify your number and choose a name.

Do I need a verified badge?

No. Meta calls it Official Business Account status, and you can start sending without it.

Can I send bulk messages with the API?

Yes, using approved templates, to people who’ve opted in, up to your messaging limit. New accounts start at 250 people in any 24 hours.

Will my customers notice?

They message the same number. Your display name appears on your WhatsApp profile and can appear in their chat list, unless they’ve set their own name for you.

How long does it take to go live?

Meta says onboarding a number from the app can take several minutes and template review up to 24 hours. Business verification is a separate step that takes longer.

Can I switch providers later?

Yes. Meta’s documentation covers moving a number from one Solution Partner to another. Ask each provider how they handle it before you sign.

What it looks like when someone else connects it and answers for you

Most owners don’t want an API. They want the enquiry answered before the customer messages the next firm. That’s the job our WhatsApp AI agent does.

We connect your number to Meta’s official Cloud API through coexistence, so you keep your number and the WhatsApp Business app on your phone. The agent answers from your price list and FAQs, in the customer’s language, within a minute. It asks your qualifying questions, keeps sellers and spam out of your inbox, files each lead in your CRM and hands the chat to your team with the full thread.

Plans start at S$390 a month on annual billing for up to 300 new conversations, with no setup fee. Meta’s message fees pass through at cost. See the agent’s pricing page for all three plans, how the agent works from first message to booked call, or how it compares with Wati, SleekFlow and respond.io.

Don’t need an agent yet? Our WhatsApp Inbox and CRM gives your team one shared inbox on your number, connected for you, with no Meta per-message fees, and you can compare the shared inbox plans. Still deciding? The missed enquiry calculator shows what late replies cost you, and our CRM guide explains where the leads should go. We also run the Facebook ads and Google Ads that bring those enquiries in, and the agent sits with our AI systems next to website chatbots and workflow automation. Sending people to WhatsApp from your site? Our free WhatsApp link generator makes the link and a QR code.

On a free 30-minute call we look at how your enquiries get answered today and show you the agent on your own questions. You only get a quote if we can help.
